Freedom of choice in the new High School:
the perception of school managers regarding the proposal for curricular flexibility

The curricular flexibility associated with freedom of choice has been one of the great promises of the Higher Secondary Education Reform (REM), instituted by the Law 13.415/2017. This reform is being implemented throughout the country, schools are required to adapt to this law. The study seeks to characterize the conception of flexibility that is present in the official documents of the REM, as well as to understand the flexibility perceptions of managers of the public schools of the State Education Network of the Rio Grande do Sul and, finally, this paper aims to analyze the flexibility in the context of the neoliberal educational reforms. The results indicate that flexibility and freedom of choice, due to the real conditions of most schools, are associated with a misleading discourse linked to neoliberal reforms in education and not to the possibility of young people acquire a high quality education in their training process.
