Since its mandatory implementation in 2022, the Novo Ensino Médio (NEM), established by Law No. 13,415/2017, has generated debates and opposing mobilizations. These movements culminated in the enactment of Law No. 14,945/2024, which introduced changes to educational policy. This study investigates the national movements that influenced the approval of the new law and the extent to which their demands were addressed. For this purpose, four manifestos published by entities/associations linked to the spheres of interest of the NEM were analyzed through Thematic Analysis. The results indicate two central criticisms: curricular flexibilization, which leads to curriculum dilution and precarization of student and teacher work; and the corporatization and commercialization of education, which deepen social and educational inequalities, especially in public schools. Furthermore, by investigating whether these criticisms were addressed by the new Law, it was found that few of the demands expressed in the analyzed manifestos were effectively incorporated, revealing changes that remain insufficient in light of the complexity of the Brazilian educational challenges.
