This essay questions innovation in its value per se as a promoter of human development. In contrast, it conceives of innovation based on the principles of development as freedom. Based on Amartya Sen's capabilities approach and the Human Development Reports, it presents the assumptions of the condition of agent and the instrumental freedoms on which greater achievements and qualified changes in human realities can be projected. It argues that the basic conditions for development do not require innovation, but institutional, individual and collective commitment.
