Resumen

Los desplazamientos vinculados a los impactos del cambio climático han ganado relevancia en el marco de la Convención Marco de las Naciones Unidas sobre el Cambio Climático (UNFCCC), especialmente a través del trabajo del Grupo de Trabajo sobre Desplazamientos (TFD) en el marco del Mecanismo Internacional de Varsovia. Este artículo tiene como objetivo analizar la evolución institucional, las limitaciones y las contribuciones del TFD a la gobernanza de la movilidad humana inducida por el clima. El estudio emplea un análisis documental de informes oficiales de la UNFCCC, planes de acción del TFD e instrumentos nacionales de planificación climática. Se concluye que, aunque el TFD ha avanzado en la producción de orientaciones técnicas y en la ampliación de su mandato, persisten brechas en la implementación, limitada integración de sus recomendaciones en las políticas nacionales y restricciones en la coherencia institucional, lo que indica la necesidad de fortalecer los mecanismos de coordinación y asegurar la actualización continua de los productos de conocimiento.

  • Vagner Gomes Machado, University of Fribourg (Switzerland)

    Postdoctoral Researcher in Law at the University of Fribourg (Switzerland), currently part of the Swiss Government Excellence Scholarships program, conducting research activities at the same institution. Holds a PhD and a Master’s degree in Law from the University of Caxias do Sul (UCS), funded by CAPES. Completed a doctoral sandwich internship at the Legal Institute of the Faculty of Law of the University of Coimbra (Portugal), funded by the PDSE-CAPES scholarship, and a research period as a Visiting Researcher in the PhD Program in Public Policy and Public Administration at Danubius University (Slovakia), funded by the European Union (NextGenerationEU) and the Government of Slovakia. Holds a Bachelor’s degree in Law from UCS, with international academic mobility at the University of Coimbra (Portugal) through the PMAI-UCS scholarship. Researcher affiliated with the UNHCR Sérgio Vieira de Mello Chair for Refugees. Member of the Center for Studies and Research in Public and Social Policies at UCS and the Research Group “Critical Environmental Law: Legal Theory, Social Theory and Environment.” Lawyer.
