Resumen

Os debates críticos sobre os problemas político-sociais se intensificaram a partir da segunda metade do século XIX e formaram-se três tendências historiográficas: a primeira responsabilizou a cultura, o clima e a miscigenação racial, apesar de considerar nesses aspectos alguma riqueza, como fatores da fraqueza e atraso brasileiro; a segunda via na fragmentação cultural os problemas do Estado e propôs a exaltação nacional como meio de unificação dos espíritos; enquanto a terceira atribuiu, tais questões, a ineficiência das estruturas administrativas e falência da política brasileira. Nessa perspectiva, apresentaremos neste artigo nossa análise de “O Governo e a Política”, segunda parte da obra de Alberto Torres, publicada em 1915. Nosso foco é perceber suas criticas às estruturas governamentais brasileiras e da mesma forma, sua proposta e concepção de política orgânica.
