O artigo analisa a proposta do português Antonio José Gonçalves Chaves para a solução dos problemas relativos à propriedade das terras no Brasil. A obra, na verdade um conjunto de cinco memórias, foi publicada com recursos do próprio Chaves e oferecida aos constituintes de 1823, daquela que seria a primeira Constituição do Brasil. Ao revisitá-la, podemos conhecer as esperanças daqueles tempos e entender as razões do fracasso de qualquer política de discussão sobre a propriedade da terra nos primeiros anos do novo país.
