The Sino-American relationship: the role of american democratic institutions on the formulation of american foreign policy towards the people republic of China

Abstract

The present paper aims at analyzing the role of American democratic institutions on the formulation of American Foreign policy (AFP) towards The People Republic of China (PRC), namely: the media, the public opinion, and the Executive and Legislative branches. In order to do so, this work will analyze the role of each institution in itself and in relation to the others. Recognizing the complexity of the concept and practice of Foreign Policy, this paper will address it during the years of 1989 and 2001, when two inflexion points occurred in the Sino-American relationship: the massacre on Tiananmen Square (1989), and the debate over the Most Favored Nation status during the Clinton government (1993-2001). This paper will test whether the AFP towards the PRC was continuous and what role did the institutions exerted on it.
