Abstract

This study analyzes democratic management in public education, focusing on the direct election of school principals as a tool to strengthen community participation in educational decisions. The empirical focus is on the Municipal Education Network of Vitória (PMV/ES), considering national and municipal legal frameworks. Using a historical and documentary approach, the research investigates how direct elections consolidate as a policy for democratization and popular participation in school management. It highlights the disputes and tensions involved in implementing and maintaining this educational policy model, revealing historical and contemporary challenges amidst reforms and political-institutional pressures. The analysis of the current scenario reveals threats to the continuity of direct elections and emphasizes the importance of public debate and school community engagement in defending democratic practices. It concludes that direct election represents a significant political achievement and a permanent field of disputes between different actors and interests in educational policies.

    Doutoranda em Educação pelo Programa de Pós-Graduação em Educação da Universidade Federal do Espírito Santo (PPGE/UFES), na linha de pesquisa Docência, Currículo e Processos Culturais. Mestra em Educação (PPGE/UFES). Graduada em Pedagogia (FAESA). Especialista em Educação Infantil (Faculdade Integrada de Jacarepaguá), em Informática Educativa (Universidade Estácio de Sá), e em Tecnologias Educacionais (Pontifícia Universidade Católica do Rio de Janeiro - PUC-Rio). Professora efetiva da Rede Municipal de Vitória (PMV/ES), com atuação na Educação Infantil e no Ensino Fundamental. Atuou como diretora escolar. Membro do Núcleo de Estudos e Pesquisas em Educação do Campo, da Cidade e Educação Social (UFES) e do Grupo do Pesquisa Culturas, Parcerias e Educação do Campo (CNPq). Possui experiência nas tecnologias educacionais.

    Postdoctoral fellow at the Faculty of Education (Erziehungswissenschaftliche Fakultät) of the University of Siegen (UNISIEGEN), Germany. Holds a Ph.D. and a Master's degree in Education. Full professor at the Federal University of Espírito Santo (UFES). Founder and leader of the CNPq Research Group "Cultures, Partnerships, and Rural Education." Founder and coordinator of the Center for Studies and Research on Rural, Urban, and Social Education (NEPECES). Coordinates the Rural Education Program at UFES. His research focuses on cultures, languages, and education. He coordinates partnerships and conducts international academic missions with the University of Siegen (UNISIEGEN), Justus Liebig University Giessen (JLU Giessen), and European University Viadrina Frankfurt (Oder) (EUV Frankfurt Oder) in Germany, as well as with the University of Sassari (UNISS) in Italy. He is an affiliated member of the Association of Professors of the Federal University of Espírito Santo (ADUFES), an associate member of the National Association of Graduate Studies and Research in Education (ANPEd), and a member of the Deutscher Lusitanistenverband (DLV) and the Deutscher Romanistenverband (DRV).
