Abstract

This study critically analyzes Municipal Law No. 1138/2021, which establishes the creation and implementation of CENAMBS, discussing its alignment with legislations that encompass inclusive education and multiprofessional care, such as the National Education Guidelines and Framework Law (LDB) and the Statute of the Child and Adolescent (ECA). To this end, it addresses these laws and the relevance of these centers. It conducts a qualitative, exploratory study based exclusively on document analysis. Thus, it verifies that the law in question contributes to ensuring the rights established in educational legislation. However, its effectiveness depends on several factors, including how the law is implemented and its articulation with other educational policies. Therefore, future research should assess the extent to which CENAMBS meets the demands of inclusive education and identify possible challenges or limitations that may compromise its implementation.

    Ana Mendes dos Santos Neta, born in Mauriti-CE, on 01/22/1973, holds a Master's degree in Educational Sciences from Ivy Enber Christian University, United States. A teacher in the state education system of Ceará and a psychopedagogue, she holds a degree in Languages from the Regional University of Cariri (URCA), with a specialization in Specialized Educational Assistance (AEE) from Juazeiro do Norte College (FJN) and in Clinical and Institutional Psychopedagogy from Vale do Acaraú University (UVA).

  • Dafiana do Socorro Soares Vicente Carlos, Ivy Enber Philosophy University, Orlando, Florida - USA

    Ph.D. in Education from the Graduate Program in Education at UFPB (2019); Master's degree (2015) in Religious Sciences from the Graduate Program in Religious Sciences (PPGCR) at UFPB; Specialist in Youth and Adult Education (2012) and Bachelor's degree in Pedagogy (2011), with a focus on Youth and Adult Education, from the same university. As a researcher, she has focused on investigating the themes of "Discourse, Youth and Adult Education, Religious Education; Imagination, Image in Contemporary Society, Textbook in Youth and Adult Education, Ethics, and Freirean Pedagogical Proposal." She has experience as a literacy educator in Youth and Adult Education in the João Pessoa municipal government and in Religious Education. Currently, she is the head of the Division of Early Years in the Department of Elementary Education at the João Pessoa Department of Education and Culture (SEDEC).
