Environmental licensing: the need for simplication

The licensing and the evaluation of impacts, by ensuring the knowledge and discussion by society of the socio-environmental externalities of new enterprises, are important instruments for the protection of the human rights related to populations directly and indirectly affected. The importance of these instruments for the National Environment Policy (PNMA) led to the creation of an excessive regulatory regulation, creating an extremely complex and unstable legal environment. The objective of this work is to evaluate this normative set with the suggestion of a simplified model, without losing the efficiency of the instruments.
