Analysis of educational policies from the perspective of inclusion in Mexico, 1988-2021

This exploratory study analyzes the evolution of educational policies on inclusion in Mexico in the last six government terms, through the methodology of quantitative and qualitative content analysis. The research makes it possible to assess public policies on educational inclusion, in terms of education sector plans and programs, their context and their impact or consequences, both for educational management and the consolidation of social justice, within a broad framework of human rights. Preliminary results show that Mexico has a legal framework for democratic planning, but there is limited clarity in the way in which public consultation is incorporated into public policy and the National Development Plans and Sectoral Education Programs are based on economic rationality. neoliberal, but elements of social inclusion have been gradually incorporated based on the frameworks of equity, inclusion, interculturality and gender.
