the public and private in dispute in the experience of Ponta Grossa-PR

This research investigates the manifestation of disputes between the public and private sectors in the curriculum and educational policies, analyzing the implications of this influence on the municipal education of Ponta Grossa-PR. Using a bibliographic analysis of the actions and educational policies implemented by the Lemann Foundation in the municipality between 2016 and 2024, the study employs Ball's Policy Cycle framework (1994) to analyze the Foundation's role. The analysis demonstrates that, through partnerships, the foundation inserts a hegemonic business mindset into management, curriculum, and teacher training, institutionalizing its approach and limiting teacher autonomy. In the context of the analyzed municipality, this demonstrates that the private presence can weaken the democratic nature of education by prioritizing efficiency and competitiveness over participation and critical thinking.
