Large-scale evaluation in Brazil
an analysis of Enem through the policy cycle approach

The article aims to understand the processes of the historical constitution of the Brazilian National High School Examination as a proposal for public educational policy, based on the debate on the policy cycle. Qualitative in nature, it is configured as a critical-documentary analysis, and its sources are: ordinances, opinions, resolutions, guidelines, and decrees that regulate Enem. The results show that Enem, created in 1998, constitutes an educational policy that is close to international standardized exams, based on a concept of competency-based education. It concludes that in its historical process, Enem has served as a mechanism for producing metadata on the quality of Brazilian education, certification of high school completion, and selection of students at public and private universities in Brazil.
