Abstract

Abstract: This text analyses the theme of inclusion of people with deficiency in the regular school system, in confrontation with the trend that defends the maintenance of own institution for the care of the deficient and their education. Inclusion has been questions of debates and struggles throughout history and presents itself as a fundamental challenge for the formation of a more just, egalitarian and democratic society. Many were the achievements of inclusion, especially from the end of the 20th century and the beginning of the 21st, but propositions that point to the interruption of advances and the return to excluding and discriminating views have been presented repeatedly. In the case of Brazil, the most recent proposal retroceded was Presidential Dec. n.10.502/2020, which, although judged unconstitutional by the STF, needs to be critically evaluated as to its justifications and consequences.
